The vast majority--95 percent--of residential appraisers surveyed in May and June reported an increase in demand for their services compared to last year, according to a report from the Appraisal Institute. Although the outlook for services appears strong, the hiring of trainees is expected to remain weak, especially among residential appraisers. According to the institute, commercial appraisers account for less than one-third of practicing appraisers, yet they were much more active in hiring trainees.

In a joint release, six federal financial regulators proposed exemptions from Dodd-Frank appraisal requirements for loans of $25,000 or less, certain streamlined refinancings, and certain loans secured by manufactured housing. Those exemptions would join others already laid out earlier this year. According to the release, the proposed exemptions "are intended to save borrowers time and money and to promote the safety and soundness and creditors."

Home prices posted their strongest monthly gain on record in April, increasing more than 2.5 percent, according to the Case-Shiller Home Price Indices released Tuesday. Overall, the 10-city index rose to 165.63, its highest level since November 2008, while the 20-city index improved to 152.37, also the highest level since November 2008. Of the 20 cities surveyed, Detroit was the only area not to show an increase in April. The April index of Detroit home prices read 81.28, barely down from 81.30 reported in April.

Home prices posted their strongest yearly gain in almost seven years in March, with both the 10- and 20-city indices seeing double-digit gains, according to the Case-Shiller Home Price Indices released Tuesday. The national index, reported quarterly, was up 10.2 percent. The three cities that showed no growth (and one of the cities in which prices fell for the month) were in the Midwest, indicating continuing struggles in the region. Nonetheless, March was an improvement over February.

Despite weakness in the Midwest, home prices posted their strongest year-over-year gain in almost seven years in February, according to the Case-Shiller 10- and 20-city Home Price Indexes released Tuesday. Month-over-month, the 10-city index improved 0.4 percent in February, while the 20-city index was up 0.3 percent. On a yearly basis, the 10-city index was up 8.6 percent, and the 20-city index rose 9.3 percent. Economists had forecast the 20-city index would rise slightly to 146.16, essentially unchanged from January.

Almost two-thirds of homeowners who purchased homes in the past 10 years consider their home-buying experience excellent or very good, according to survey results released Tuesday by TD Bank, based in Portland, Maine. About 55 percent of survey respondents rated their ability to find a good real estate agent and their experience with the inspection and appraisal process as "excellent" or "very good." However, finding the right lender proved to be trickier for many respondents.
