Community Bankers Urge Simplicity in Secondary Market Reform

In a white paper released Monday, Independent Community Bankers of America (ICBA) warns policymakers to "be careful not to create a new [secondary market] system that destroys liquidity for all but the few largest players, limits access to the market or narrows options for smaller lenders, and imposes requirements that make it too costly for smaller lenders to operate"--a common thread among the major proposals presented so far, the group says.

ICBA Fires at ‘Too Big to Fail’ in New Report

A new report from the Independent Community Bankers of America (ICBA) calls for an end to the "too-big-to-fail" banking culture the group says has been destructive to the American economy. Citing remarks from Eric Holder in which the attorney general admitted some institutions have too much influence in the global economy for them to be prosecuted, ICBA asserts that large banks use their estimated $83 billion annual subsidy to "unfairly compete, profit and grow even larger, exacerbating industry consolidation."

ICBA Outlines Regulatory Priorities with Eye Toward Exemptions

The Independent Bankers of America (ICBA) outlined its regulatory priorities for this year at the National Convention and Techworld in Las Vegas earlier this month. The organization addressed several industry reforms and pending regulations it asserts will negatively and unfairly impact community banks. For example, ICBA suggests any financial institution with $50 billion or less in assets be exempt from Basel III. Likewise, the group argues community banks should be exempt from new lending and servicing reforms.

ICBA Makes Case for Community Bank Exemptions Under CFPB

Community banks should be exempt from pending regulations on high-cost mortgages since they were not responsible for the mortgage crises, the Independent Community Bankers of America stated in a release. In July, the Consumer Financial Protection Bureau announced it was proposing rules for high-cost mortgages, which would be determined based on interest rates, points and fees, or prepayment penalties. The proposals for high-cost mortgages include a ban on prepayment penalties and a general ban on balloon payments. Late fees would be capped.
