Obama Refi Proposal Takes Shape in HARP Changes

Federal regulators announced their intentions Monday to expand the Home Affordable Refinance Program available via Fannie Mae and Freddie Mac. Among other modifications, the FHFA said it plans to eliminate a number of risk-based fees for short-term mortgage borrowers, take off the 125-percent loan-to-value ratio for loans guaranteed by the GSEs, and void requirements for new property appraisals in lieu of automated estimates. Market watchers around the industry offered reactions that ranged from skepticism to optimism.

Reports: Expect Obama’s Housing Finance Plan Soon

A declaration by President Barack Obama to end the war in Iraq helped drown other news Friday, including apparent moves by the White House to float a housing finance stimulus plan in the next few weeks. Some of the initiatives currently under wraps include an expansion of the Home Affordable Refinance Program and a selloff in mortgage-backed bonds by Fannie Mae and Freddie Mac to invite private-sector investment back into the housing finance system. The Federal Housing Finance Agency plays a major role for either proposal.

MBA: Multifamily Lending Jumps 31% Over 2010

More than 2,000 multifamily lenders financed five-unit apartment buildings to the tune of $68.8 billion over the course of 2010, according to a Mortgage Bankers Association report released Wednesday. The MBA pooled data from the MBA 2010 Commercial Multifamily Annual Origination Volume Rankings, which it said covered $119 billion in commercial and multifamily loans over the course of last year. The trade group found a 31-percent increase in total dollar volume for the multifamily lending industry.

Lawmaker Questions the 30-Year Fixed-Rate Mortgage

Lawmakers called into doubt the role of the historic 30-year fixed-rate mortgage Thursday, with Senate committee witnesses alternately arguing for and against it. At issue: whether the benchmark loan, available since the presidency of Franklin Roosevelt, stabilizes the housing finance system or weakens it. Witnesses alternately upheld and criticized the 30-year fixed-rate mortgage, with the former characterizing it a buttress of wealth for homeowners and the latter calling for more consumer choice and clarifying its role in the crisis.

Bill Reintroduces Energy Costs to Underwriting Process

Lawmakers from both sides of the aisle introduced a bill in the Senate that would require mortgage lenders to consider energy costs for borrowers when underwriting their federally insured loans. Sen. Michael Bennett and Sen. Johnny Isakson introduced the bill, titled the Sensible Accounting to Value Energy Act, as a way to restore energy cost calculations for government-backed mortgages. Sources in the know tell MReport that the bill could save billions for homeowners and create 83,000 jobs by 2012. A broad coalition backs the legislation.

Freddie: Rental Housing Surges Past Homeownership Rates

Rising homebuilder confidence seen Tuesday coupled with news of a surge in multifamily housing development ├â┬ó├óÔÇÜ┬¼├óÔé¼┼ô the sector typical for rental construction ├â┬ó├óÔÇÜ┬¼├óÔé¼┼ô reported Monday. Mortgage giant Freddie Mac offered up the data and analysis in an October 2011 Economic and Housing Market Outlook, with the consensus that tenant-occupied properties are on track to continue outpacing homeownership rates. New construction starts rose this year with a minimum 20 dwellings.

Survey: Originators Thriving Despite Rules, Regulations

Mortgage originations are on their way up despite the onset of new rules and regulations, according to a recent survey by MortgageDaily.com. Also included: how top originators thrive in today├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós tough market. The results? Three-quarters of those polled make $250,000 a year, even as many of the same lenders decry mortgage rules and regulations. Private Investment Pilot Program Gains Traction

Capitol Hill is buzzing with the news of a pilot program that would facilitate the redirection of private investments into the U.S. mortgage industry. The potential moves from the Obama administration and federal housing regulators represent a transition from a mortgage-backed securities market that is largely controlled by the government sponsored enterprises. Talk in Washington, D.C., indicates that as early as 2012, Fannie Mae and Freddie Mac would initiate the sale of portions of securities to specific private investors.

MetLife May Sell Stake in Originations, Citing Regulations

While it shreds other banking assets, MetLife may soon sell the share of mortgage originations it owns in the marketplace, marking another major selloff for the life insurer as federal regulators advance new rules and compliance measures for lenders. A MetLife spokesperson tells MReport that the life insurer will continue to originate reverse mortgages as it looks for a buyer for the MetLife Home Loans division. The move follows a decision by Bank of America to shut down its correspondent lending unit.
