Despite mortgage credit availability being at an all-time high, why does the private market remain restricted? A new report tries to understand the trend.

A diminishing private-label securitizations market among strong government-backed loans presents credit implications for the mortgage market. Director of the Housing Finance Policy Center at the Urban Institute Laurie Goodman highlights in a blog the importance of consumers knowing how the disappearance of the private-label securitizations market affects their access to credit.

Speaking at an event hosted by the Bipartisan Policy Center in Washington, D.C., Michael Stegman, counselor to the Treasury secretary for housing finance policy, explained that lenders are currently reluctant to make non-agency loans without first knowing how they'll rate on the market. At the same time, credit rating agencies don't rate mortgage pools until they see the actual loan tape.
