Mortgage Application Volume Plummets 10%: MBA

With homeowners largely staying on the sidelines, mortgage application volume underwent a seasonally adjusted 10-percent squeeze last week, according to the Mortgage Bankers Association. In releasing the Weekly Mortgage Applications Survey, the trade group found that declines overwhelmingly led most of the survey components. The MBA found the Market Composite Index declining by 19.6 percent on a seasonally unadjusted basis from the week before.

Fannie, Freddie Release New HARP 2.0 Guidelines

The same day that lawmakers deluged the GSEs and their regulator with criticism, Fannie Mae and Freddie Mac finally released guidelines Tuesday for lenders and servicers about modifications to the Home Affordable Refinance Program. The Obama administration ended weeks of speculation when it announced the modifications ├â┬ó├óÔÇÜ┬¼├óÔé¼┼ô specific to HARP 2.0, as dubbed by the media ├â┬ó├óÔÇÜ┬¼├óÔé¼┼ô in October. New guidelines effectively took lenders and servicers off the hook by nixing their legal culpability for original loans before homeowners refinance with the GSEs.

Mortgage Applications Surge Forward by 10.3%

More refinance loan applications inspired a 10.3-percent leap forward in mortgage applications last week, according to the Mortgage Bankers Association. The MBA released a weekly survey responsible for tracking mortgage application volume. The surge in mortgage loan application volume follows a shortfall in contract interest rates on average for fixed-rate mortgages, with the 30-year loan seeing a drop from 4.31 percent the week before to 4.22 percent last week.

Freddie: Equity-to-Cash Conversions Lowest in 16 Years

Giving homeowners more reason to refinance their loans, third-quarter results show that a majority of borrowers who exchanged their fixed rates for today├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós low rates on first-lien mortgages either saved big on principal or kept their current payments. Of the 82 percent of borrowers who refinanced their first-lien mortgages, 37 percent of homeowners substantially reduced their principal balance by paying in. The GSE said 44 percent maintained their original monthly loan amounts by refinancing.

U.S. Lenders Wary Ahead of Euro Crisis: Survey

A third-quarter opinion survey for loan officers revealed that more financial institutions tightened their credit supply over fears that debt-ridden euro zone countries would tear apart the content├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós currency and expose U.S. banks to danger. The Federal Reserve polled senior loan officers from 51 U.S. banks and 22 branches for the nation├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós financial institutions at foreign branches for the October 2011 Senior Loan Officer Opinion Survey on Bank Lending Practices.

HUD Scorecard Delivers Mixed Results for Housing

An October scorecard released Thursday by the Obama administration portrayed the housing market as one beset by mixed circumstances over September and the months before. A still-heavy foreclosure glut matched with declining home values and prices left the market slightly worse for the wear in some areas. The report measured up home prices, home sales, and refinance originations, finding declines for some and stabilization for others. A positive portrayal of efforts by the Obama administration also met with less favorable consumer sentiment.

Lawmakers Argue for More HARP 2.0 Modifications

A bipartisan group of lawmakers called for more modifications to the Home Affordable Refinance Program Wednesday in a public letter addressing federal officials. Sen. Barbara Boxer (D-California) and Sen. Johnny Isakson (R-Georgia) joined eight other lawmakers to call for the FHFA and other federal regulators to lift access barriers to borrowers with higher-equity government-backed loans. The letter argues that new modifications could benefit approximately 12 million other borrowers.

In releasing a weekly survey, the Mortgage Bankers Association found mortgage applications on a seasonally adjusted curve upward to 0.2 percent from the week before. Refinance activity fell on the whole as purchases, still near historic lows, remained overwhelmingly near bottom, the MBA said.

Analytics provider CoreLogic released a statement Monday demarcating HARP├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós benefits and problem areas, skewering assertions that the program will alleviate a chronic lack of demand and showing that economic troubles may persist despite government assistance.
