Freddie Mac Prices Transaction to Share Credit Risk with Private Investors

Freddie Mac announced Tuesday it has priced a $630 million offering of Structured Agency Credit Risk (STACR) debt notes, marking the second STACR offering in which private sources--not taxpayers--took on the credit risk. "STACR is part of Freddie Mac's strategy to share credit risk with private investors while also fostering an agency credit market," said David Lowman, EVP of single-family business for the GSE.

Fannie, Freddie Directed to Restrict Force-Placed Insurance Practices

Citing concerns about the costs of force-placed insurance for the GSEs and consumers alike, the Federal Housing Finance Agency (FHFA) on Tuesday directed Fannie Mae and Freddie Mac to prohibit servicers from taking reimbursements from insurers providing forced policies. Fannie Mae and Freddie Mac will provide aligned guidance to sellers and servicers to prohibit these practices, including implementation schedules. In addition, acting FHFA director Edward DeMarco announced the agency is considering further measures.

MBA President Calls for Transparency, Collaboration in Washington

Mortgage Bankers Association (MBA) president and CEO David Stevens took the stage at the group's 100th Annual Convention and Expo Monday morning, reflecting on the last century in housing and shining a spotlight on today's challenges. New Business at Freddie Mac Falls to 1 1/2-Year Low

September marked the third straight month of declining business for Freddie Mac, with purchases and issuances coming in at their lowest level in almost a year and a half. Freddie Mac's total mortgage portfolio shrank at an annualized rate of 4.3 percent in September, contracting at a slightly lessened pace compared to August's -5.0 percent growth rate. New business fell for the second straight month, with purchases and issuances totaling approximately $28.2 billion--the lowest since April 2012 ($25.9 billion).

BofA, Mairone Found Liable in Mortgage Fraud Case

After hearing arguments for a month in a Manhattan federal court, a 10-person jury found Bank of American liable for one charge of fraud involving high-risk mortgages originated by Countrywide and then sold to the GSEs. Also found liable for fraud was Rebecca Mairone, who worked as COO for one of Countrywide's lending divisions and who was responsible for overseeing the company's "High Speed Swim Lane" program, often referred to as "the Hustle."

Mortgage Rates Plunge to Post-Summer Lows

Freddie Mac released Thursday its Primary Mortgage Market Survey, which shows the 30-year fixed-rate mortgage (FRM) falling to an average rate of 4.13 percent (0.8 point) for the week ending October 24, down from 4.28 percent and the lowest level in about four months. "Mortgage rates slid this week as the partial government shutdown led to market speculation that the Federal Reserve will not alter its bond purchases this year," explained Frank Nothaft, VP and chief economist for Freddie Mac.

FHFA: August Marks 19 Months of Home Price Gains

Marking 19 consecutive months of appreciation, the Federal Housing Finance Agency (FHFA) House Price Index rose 0.3 percent on a seasonally adjusted monthly basis in August. On a yearly basis, the index is up 8.5 percent. Of the nine census divisions, FHFA detected the greatest monthly price increase in the Mountain division, where prices increased 1.3 percent in August. The greatest monthly decrease took place in the South Atlantic division, where prices declined 0.5 percent.
