Why Rental Activity Remains ‘A Bright Spot’ for Housing

While the lights of the housing market continue to flicker, rental market activity has been a bright spot, said Freddie Mac's U.S. Economic and Housing Market Outlook for June. The enterprise├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós report, released Tuesday, showed that newly formed households seem more interested in renting over owning as the economy struggles to get back on its feet. Freddie Mac expects this trend to continue for the near future. Reis found a 2.8 percent gain in its markets during the same period, while Axiometrics reported a 4 percent rise in nominal rents.

FHFA Proposes Rule to Forbid GSEs from Purchasing PACE Loans

The Federal Housing Finance Agency, conservator of Fannie Mae and Freddie Mac, has issued a proposed rule that would prohibit the GSEs from purchasing loans affected by the Property Assessed Clean Energy program. PACE is a local government initiative designed to help homeowners finance energy-efficient and renewable energy projects for their homes. FHFA's proposed rule is open for comment for 45 days from its date of publication, June 15. PACE financing for energy-efficient projects is available in 18 states and the District of Columbia.

Mortgage Rates Bounce Up From Record Lows: Freddie Mac

Mortgage rates saw increases across the board after nearly two months in record-low territory, with Freddie Mac revealing in a weekly survey Thursday that the 30-year fixed-rate mortgage ticked up to 3.71 percent. The GSE found that the 30-year loan's increase ended a six-week streak of falling rates. At the same time last year, the fixed-rate mortgage averaged 4.50 percent. The 15-year FRM also slid up, averaging 2.98 percent (0.7 point). The average was 2.94 percent last week, according to Freddie Mac.

SIFMA Encourages Alignment of GSE Operations

In a letter filed Wednesday to FHFA, the Securities Industry and Financial Markets Association expressed its view that Fannie Mae and Freddie Mac should seek to align their operations as much as possible. The alignment would help set the stage and ease transition into the future for the GSEs, SIFMA suggests. Market performance shows a gap between the perceived and actual performance and liquidity of mortgage backed securities issued by the GSEs. The liquidity differential impacts the cost and efficiency of the GSE securitization process and the ability of the Enterprises to fund mortgage lending.

Mortgage Rates Race to New Lows as Job Growth Wavers

As the employment situation continues to raise concerns, fixed rates fell even lower, slipping yet again to new record lows, according to a survey from Freddie Mac released Thursday. The 30-year fixed-rate mortgage averaged 3.67 percent (0.7 point) for the week ending June 7, falling from last week's average of 3.75 percent. The 15-year fixed rate declined even further below 3 percent to 2.94 percent (0.7 point), down from last week's 2.97 percent. A year ago at this time, the 15-year fixed-rate mortgage averaged 3.68 percent.

Fannie Mae Taps Former BofA EVP for CEO

Mortgage giant Fannie Mae announced Tuesday that old hand Timothy Mayopoulos will take over as president and CEO in mid-June. The new chief executive joined Fannie three years ago to serve as EVP, chief administrative officer, and general counsel. He assumes his new role as outgoing CEO Michael Williams takes leave. Before joining Fannie Mae, Mayopolous served as EVP and general counsel of Bank of America. He also functioned in senior management roles at Deutsche Bank, Credit Suisse First Boston, and Donaldson, Lufkin & Jenrette, Inc.

First-Quarter HARP Refinances Double From Q4 2011: FHFA

The number of loans refinanced through HARP in the first quarter of 2012 was nearly double the number of refinances in the fourth quarter of 2011, according to the Federal Housing Finance Agency's March 2012 Refinance Report released Friday. The report showed that 180,185 loans were refinanced through HARP during the year├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós first quarter, nearly twice the 93,190 refinances in the previous quarter. The month of March alone saw 79,470 loans refinanced with HARP, implicating nearly one in seven loan refinances in the quarter.

Fixed Mortgage Rates Continue to Break Record Lows

As the debt crisis in Europe continues to worsen and investors look to Treasury bonds for security, fixed mortgage rates fell to all-time record lows in the last week of May. According to the results of Freddie Mac's Primary Mortgage Market Survey, the 30-year fixed averaged 3.75 percent with an average 0.8 point for the week ending May 31. This is down from 3.88 percent the previous week and 4.55 percent at the same time last year. The 15-year fixed rate mortgage also fell, bringing three of the four benchmark mortgage rates under 3 percent.

The Responsible Homeowner Refinancing Act of 2012, introduced this month by Sens. Robert Menendez and Barbara Boxer, received backing from witnesses at a Senate Banking Committee hearing. The bill aims to address what the senators say are barriers impeding the success of the recently revised Home Affordable Refinance Program, commonly referred to as HARP 2.0. Mortgage Rates Fall to New Record Lows as Greece Titters

Interest rates for mortgage loans saw new, all-time lows this week as investors fled debt crises in Europe. Freddie Mac found the 30-year fixed-rate mortgage sliding to 3.79 percent, down from 3.83 percent last week and a far cry from 4.61 percent last year. The 15-year loan fell from 3.05 percent to 3.04 percent. Adjustable-rate mortgages went up. The finance Web site Bankrate.com likewise saw new record lows for mortgage rates, with the 30-year fixed-rate mortgage dropping below 4 percent for the first time by arriving at 3.97 percent.
