GOP Budget Calls for End to GSEs, Dodd-Frank

The House Budget Committee unveiled a budget plan for the next fiscal year that proposes raising guarantee fees for the GSEs and dismantling the Dodd-Frank Act. Committee chair Rep. Paul Ryan billed the so-called Path to Prosperity as a measure that will slash $6.2 trillion in government expenditures over the next decade and draw down the deficit by more than $4.4 trillion in contrast with President Barack Obama├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós budget. House Republicans proposed raising guarantee fees, downsizing portfolios for the GSEs, and eventually leaving housing finance to only the Federal Housing Administration.

Falling Loan Applications Tilt Toward Still-Nascent Recovery

In signs that a stable housing rebound may still be ways off, mortgage applications contracted by 1.2 percent last week, even while the Home Affordable Refinance Program offered a still-steady buttress for refinance activity. The Mortgage Bankers Association found in a weekly survey that mortgage application volume also declined by 10.2 percent on a seasonally adjusted basis. The Purchase Index went up by a seasonally adjusted 2.1 percent from last week, while it climbed by 14.7 percent on a seasonally unadjusted basis.

NAHB Proposes Plan to Overhaul Secondary Market

A prominent housing trade group joined a growing roster of policy makers by outlining ways to take the GSEs off federal conservatorship, reintroduce private mortgage-backed securities, and charge existing government entities with stewardship of the new system. The National Association of Home Builders released a white paper Monday that calls on lawmakers to slowly transition a system dominated by Fannie Mae and Freddie Mac to one that shares and balances responsibility. The proposal comes as others arrive from lawmakers and policy makers to replace the GSEs.

Last Year’s Housing Doldrums Dampen Obama Scorecard

A troubled year for housing surfaced in a February housing scorecard from the Obama administration Friday, underscoring a still-unsteady pace for home prices, mortgage origination volume, and housing supply. Jointly released by HUD and the Treasury Department, the scorecard reflects an industry still in transition from crisis to recovery. The scorecard cited a National Association of Realtors Home Affordability Index, showing that it moved from 179.1 February last year to 194.9 this year, not far from the level seen in January.

Discounts Drive Cash Buyers to Market: Survey

More homebuyers are scooping up properties with cash only, even in an environment for record-low mortgage rates, according to a recent survey. Campbell Surveys and Inside Mortgage Finance jointly released the HousingPulse Tracking Survey, collecting responses from about 2,500 real estate agents around the industry. The survey said that cash buyers will account for roughly half of all homebuyers in 2012 if current trends continue. The survey also attributed the rise in all-cash transactions to hefty discounts and late appraisals.

FHFA’s Fourth Quarter Findings a Mixed Message

The Federal Housing Finance Agency has released its data from the fourth quarter of 2011, and findings from the government organization├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós survey show that U.S. home pricing was slightly on the decline during the period. The FHFA├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós seasonally-adjusted, purchase-only house price index (HPI) demonstrated a 0.1 percent drop in pricing between quarters, and year-over-year, the statistics displayed a decrease of 2.4 percent. In spite of the national trend, however, HPI findings from the FHFA indicated that 27 states and the District of Columbia recorded a rise for the fourth quarter of last year.

Obama Budget Proposes ‘Responsibility Fee’ for Big Banks

The Obama administration unveiled a budget for the next fiscal year that proposes levying fees for the nation├â┬ó├óÔÇÜ┬¼├óÔÇ×┬ós largest banks, selling off government-occupied real estate, and expanding services for the Federal Housing Administration. The $3.8-trillion budget calls for a Financial Crisis Responsibility Fee to offset costs to the Troubled Asset Relief Program and mass refinance program. If passed by Congress, the fee would raise $61 billion from financial institutions with $50 billion or more in assets over the next decade. The fee draws on recent themes from the president.

Citi Admits Role in Bad Mortgage Claims, Settles for $158.3M

The mortgage subsidiary for Citigroup settled claims that it misrepresented government-backed loans Wednesday by agreeing to pay $158.3 million in damages. The payout means that CitiMortgage acknowledges that it qualified nearly 30,000 bad loans for government insurance, a move that bilked the Federal Housing Administration out of millions of dollars as more than 30 percent of the mortgages went into default. The settlement resolves a suit filed by the civil fraud unit at the office of Manhattan U.S. attorney.
